Battlefield Park battling a ‘toilet paper bandit’

SALYERSVILLE – The Magoffin County Fiscal Court met in regular session on Tuesday, July 15, discussing ongoing projects, the parks and a “toilet paper bandit.”

The fiscal court approved the following fund transfers from the general fund: $30,000 to the 911 fund, $45,000 to the jail fund, $43,000 to the LGEA fund, $6,000 to the sanitation fund, for a total of $124,000.

Under departmental reports, Magoffin County Deputy Judge Kevin Howard updated the court on ongoing projects, noting that at Ramey Memorial Park the chain link fence has been installed around the new playground and Hinkle believes they’ll be able to blacktop the parking area for the playground next week. At the pool, he said they’ve had great attendance each day, with the pool set to be closed on August 3, ahead of school starting back on August 7. He said attendance has been a little low on Saturdays, encouraging families to come out to the pool then for family days.

At the community center, they’re still working on the new addition for the TEK Center, which should be completed soon.

He said they have a “toilet paper bandit” at the Battlefield Park, that is stealing toilet paper from the bathrooms at the Half Mountain park. He said they have now installed locked metal toilet paper dispensers, and they are watching the cameras to see if they can identify the culprit. He said there has been some random vandalism there, but they’re still watching the cameras to figure out a better solution up there.

The next Veterans Memorial Service is set for August 16 at 10 a.m. at the mouth of Mash Fork for Cpl. Robert Cheek.

A Big Sandy Area Development District representative was at the meeting, updating the court on the Gifford Road Industrial Park Project, saying the next step is to finalize the design and going through the process of environmental review with AML, and then they’ll get authorization to continue with construction.

For the TEK Center for the Gifford Road location, he said they got approval from the AML, so they’re about to get a state contract to construct the building. They will be receiving additional funding through a disaster relief grant, which will also help further that project along when they get that application approved.

They are moving forward with the ongoing water project to extend water lines in southern Magoffin, but they are waiting on an approval of environmental reviews, with Rt. 378 already funded and moving into the next phase sooner.

The court approved an agreement and resolution with the Commonwealth of Kentucky, Transportation Cabinet, Department of Highways, for the CPPP funds to resurface Bennie Patrick Road. This is something Judge/Executive Matthew Wireman has asked the state for multiple times, but this one was finally approved since it was rated a “10,” or the worst level. The state funding allocated will cover $33,000 to help resurface that road.

The court acknowledged receiving the annual financial report for the Magoffin County Conservation District for the current fiscal year and the Magoffin County Sheriff’s second quarter financial report for 2025.

They approved to add October 4 and October 18 (Saturdays) as free “dump days.” Judge/Executive Matthew Wireman said since Rumpke cannot allow free dumping for customers, so this will be available at the transfer station. More information will be available closer to the days.

Under communications, Judge Wireman said we had an excellent Fourth of July celebration, with the county paying half of the fireworks costs.

He said they are looking for a couple pieces of equipment for the county road department if the budget allows.

Judge Wireman said there may be a need for some special meetings before the next regular meeting, slated for August 19 at 6 p.m. in the Magoffin County Fiscal Courtroom in the Magoffin County Court House Albert Patrick Building.
