County opting in to street-legal special purpose vehicles

SALYERSVILLE – The Magoffin County Fiscal Court met in special session on Thursday, May 29, discussing the budget and an ordinance related to “street-legal special purpose vehicles.”

The fiscal court held the first reading of the budget for fiscal year 2026, with Magoffin County Judge/Executive Matthew Wireman explaining the budget is basically the same as the current fiscal year’s budget, but it’s “pretty lean,” but balanced. The court approved the first reading of the budget.

They also pre-approved recurring expenses for fiscal year 2026, allowing the judge’s office to continue paying monthly bills without needing actions taken by the fiscal court.

The court approved the first reading of the second budget amendment for fiscal year 2025, balancing the budget to reflect the actual amounts received and spent.

The fiscal court also approved the first reading of the ordinance related to Street-Legal Special Purpose Vehicles, basically opting county roads into the 2025 Senate Bill 63, which will allow street-legal special purpose vehicles (ATVs, UTVs, etc., that have registered the vehicle with the county clerk and met all other requirements) to operate on a highway under certain circumstances and prohibits street-legal special purpose vehicles from traveling a distance greater than 20 miles on a highway displaying centerline pavement markings.

The court approved to open a donation account for the Magoffin County Sheriff’s Office at Salyersville National Bank with Sheriff William “Bill” Meade and Treva Howard as signatories, with the fiscal court’s treasurer explaining that sometimes the sheriff’s office will receive donations from community members and they just need an account that can be used for that specific purpose.

Judge Wireman explained that the county has a Magoffin County Industrial Authority Board that has been inactive for roughly a decade, but that does own property. After checking with the county attorney on the best avenue to move forward, he motioned to appoint the following six people on staggered terms to the board: for two-year terms – Steven Carty and Jimmy Salyer; three-year terms – Johnny Robertson and Melanie Cain; and four-year terms – Jeremiah Cody Prater and Brad Estep. The court approved the appointments.

The Magoffin County Fiscal Court’s next regular meeting is slated for June 17 6 p.m. in the fiscal court room of the Magoffin County Court House Albert Patrick Building.
