Grand jury Indictments released

SALYERSVILE – The following indictments from a Magoffin County grand jury were released this week as police continue to serve the defendants.

Indicted on June 20:
Sigsbee Rowe, 49, of Middle Fork Road, in Salyersville, is charged with receiving stolen property, $10,000 or more (Class C felony); prohibited sale or receipt of vehicle with removed or altered vehicle identification number (Class D felony); receiving stolen property, greater than $500 but less than $1,000 (Class A misdemeanor); and receiving stolen property (Class A misdemeanor). According to the indictment, on or about January 30, 2024, Rowe allegedly received and retained a Fleetwood Travel Camper belonging to another person, valued at more than $10,000; knowingly received or had in his possession a titled vehicle with the VIN number removed, altered or destroyed; received, retained or disposed of movable property and other miscellaneous property that belonged to someone else.

The SI reported on the incident of a stolen camper in February this year, with the initial police report indicating that the Magoffin County Sheriff Department received a complaint of a stolen camper on Lick Creek, where it had been set up with water, electricity, internet, etc. It had appeared to police someone had unhooked the trailer, cut the utility lines loose and hauled it off.

Police were contacted by the family, again, when they saw the missing camper at another residence along the same road while they searched for their missing dog. Police arrived to the property and found the camper in the yard with a matching VIN to the one that had been reported stolen, though the it did look like someone had attempted to deface the number.

Some of the belongings had been pulled out of the trailer and burned, and some were found inside the residence of Sigsbee Rowe, 49 years old, of Middle Fork, Salyersville.

Rowe was taken into custody and police asked if he had anything from the camper inside his residence, with Rowe stating he did not, but police found a Louis Vuitton purse and a shoe stand in the bedroom.

Police also told Mortimer Media Group that the camper had a broken wheel bearing, which had been repaired when they found it in Rowe’s yard.

Melissa Ratliff, 46, of Puncheon, in Royalton, is charged with two counts of first-degree wanton endangerment (Class D felonies). According to the indictment, on or about May 11, 2023, Ratliff allegedly engaged in conduct which created a substantial danger of death or serious physical injury to two other people.

Indicted on July 18:
Channing Dyer, 35, of Old Lick Creek Rd., Salyersville, is charged with first-degree trafficking in a controlled substance, first offense, fentanyl (Class C felony); first-degree trafficking in a controlled substance, first offense, greater than or equal to 2 grams of methamphetamine (Class C felony); and possession of drug paraphernalia (Class A misdemeanor). According to the indictment, on or about October 25, 2023, Dyer allegedly manufactured, distributed, dispensed, sold, transferred or possessed with the intent to distribute quantities of fentanyl and methamphetamine, as well as possessed drug paraphernalia for the purpose of inhaling, ingesting or otherwise introducing a controlled substance into the human body.

David J. Caudill, 44, of Leander, KY, is charged with second-degree escape (Class D felony); first-degree fleeing and evading police on foot (Class D felony); and possession of drug paraphernalia (Class A misdemeanor). According to the indictment, on or about May 5, 2024, Caudill allegedly fled while he was under arrest and in the custody of Deputy Neil Watson, ran on foot, disobeying directions from police to stop, and created substantial physical injury to another person in doing so. He is also accused of possessing drug paraphernalia for the purpose of inhaling, ingesting, or otherwise introducing a controlled substance into the human body.

Billy Ingram, 22, of Shoney Branch, in Royalton, is charged in a superseding indictment, taking the place of a 2022 indictment, now facing the charges of first-degree sodomy (Class B felony) and first-degree sexual abuse (Class D felony). According to the new indictment, on or about May 7, 2021, through June 2021, Ingram allegedly engaged in deviate sexual intercourse and sexual contact by forcible compulsion against another person. In a second indictment issued on July 18, 2024, Ingram is charged with first-degree rape (Class B felony); first-degree sodomy (Class B felony); and first-degree sexual abuse (Class D felony). According to this indictment, on or about January 5, 2019, through January 5, 2020, Ingram allegedly engaged in sexual intercourse with another by forcible compulsion, engaged in deviate sexual intercourse, and subjected another person to sexual contact by forcible compulsion.
