FRANKFORT, KY – The Kentucky League of Cities presented Representative John Blanton (R-Salyersville) with the 2025 “Friend of Kentucky Cities” award. KLC Executive Director/CEO J.D. Chaney, KLC Government Affairs Director Gracie Kelly, and KLC Government Affairs Associate Emma Wilson presented the award for Representative Blanton’s work in the 2025 Regular Session.

“Thank you, Representative Blanton, for sponsoring House Bill 30, a KLC initiative, in the 2025 legislative session, which expands the definition of a bona fide promotion or career advancement, for pension spiking purposes,” Government Affairs Director Gracie Kelly said. “This exemption now applies to increases in creditable compensation for all employees in a specified class due to pay raises authorized or funded by the legislative or administrative body of an employer, or pay increases mandated by a collective bargaining agreement approved by the employer’s legislative body.”

KLC Executive Director/CEO J.D. Chaney thanked Representative Blanton for continued support of Kentucky cities. “KLC and Kentucky cities thank you for your work on their behalf. We look forward to working with you in the upcoming session on additional ways to make our communities the best in the nation.”

KLC bestows the “Friend of Kentucky Cities” award on legislators who demonstrate outstanding legislative leadership on issues that impact cities and the people they serve across the Commonwealth.
