LICK BRANCH – A Magoffin County man was arrested on Monday after police were made aware of a video showing the man inflicting pain on a small puppy.
According to the arrest citation, a social worker had received a video showing the abuse to a puppy by Kelsie Jimmy Allen, 20, threatening another person over money while inflicting pain and discomfort on a small puppy.
Magoffin County Sheriff Department observed the video and deputies went to the residence on East Lick Branch. When meeting Allen, police confirmed the tattoos on his arms matched the man in the video, as did his shoes, according to the police report.
Allen denied it to police, but after the officers confirmed what they had seen in the video, Allen quit asking questions and became quiet.
He was taken to the Big Sandy Regional Detention Center, where he remains at press time.
Allen is charged with one count of second-degree cruelty to animals.
