Man indicted on manslaughter in inmate death case

PAINTSVILLE – A Magoffin County man is facing charges related to the death of a former Magoffin County man that occurred at the Big Sandy Regional Detention Center in August.

Per an ongoing investigation by Kentucky State Police, 29-year-old Terry N. Porter, of Falcon, was found unresponsive while being housed at the jail on August 11. He was taken to the Paul B. Hall Medical Center, where he was pronounced deceased later that same day. He had been at the jail since August 8.

Christopher Howard, 38 years old, from Salyersville, has now been indicted by a Johnson County grand jury and charged with second-degree manslaughter and persistent felony offender, second degree. According to the indictment, Howard allegedly wantonly caused the death of Terry Neil Porter, providing him with methamphetamine and/or other controlled substances on August 11 in Johnson County.

According to jail records, Howard was jailed on August 9, held on contempt and burglary charges. In September Howard was indicted by a Magoffin County grand jury for first-degree burglary, alleging that he had stolen items from the home of a deceased man in July.
