Fiscal court meets

SALYERSVILLE – The Magoffin County Fiscal Court met in special session May 20, with the meeting taking the place of the regular meeting, which had to be rescheduled due to falling on Election Day.

The court approved the fund transfer of $60,000 from the general fund to the jail fund.

The fiscal court approved the second reading of the second budget amendment for fiscal year 2026, with no changes made from the first reading.

They also approved the first reading of the budget for fiscal year 2027, with the general fund at $3,201,567, the road fund at $2,380,061, the jail fund at $766,232, LGEA at $240,156, economic development project fund at $499, protection of persons and property fund (for Forestry) is $3,660, solid waste fund at $128,255, opioid settlement fund at $337,800, health reimbursement account at $18,000, Alcohol Tax fund at $30,000, clerk’s storage fees at $40,000, 911 at $401,600, Asset Forfeiture Account at $5,025, Gifford Road Industrial Park fund at$ 928,000, Magoffin County Water project at $2,613,321, reserve account at $221, for a total budget of $11,074,497.

Kila Keeton, who drafted the budget, explained that while that may sound like a big budget, most of the money is earmarked for very specific projects.

Judge/Executive Don McFarland also further explained most of the funding comes from state funding, not just from local taxpayers.

The court also agreed to pre-approve the recurring expenses for fiscal year 2027, for utilities, salaries, etc., as they do every year.

As they also do every year, the court approved the lowest bids in all categories for bulk diesel and gasoline; motor oil and grease; culvert, tile and pipe; gravel and rock; blacktop/asphalt; cold patch and chip seal oil; gravel and other road material hauling services; and structural rail.

The court approved the Magoffin County Water Board reappointment of Kenneth Auxier to a four-year term.

They approved pay rates for Magoffin County Water Board members at $250/month, chairman $300/month and treasurer $350/month, with the Judge/Executive McFarland explaining they hadn’t had a raise in a long time. The fiscal court sets their pay rates, but the water district is a separate entity.

They approved a participation agreement and resolution for the County Road Aid Cooperative Program, which is a program the county always participates in, which the county pays into and can request emergency funds from if something comes up.

The court approved to award a bid for the KY 542/1502 and KY 378 Water Project.

They agreed to closing S Ridge Road (CR-1779) pursuant to KRS 178.116, per the landowner’s request.

The next Magoffin County Fiscal Court meeting is set for May 28 at 12 p.m. in the Magoffin County Court House Albert Patrick Building, with an agreement/contract and payment schedule for ambulance service on the agenda. The next regular fiscal court meeting is tentatively set for June 16 at 6 p.m.
