Grand jury releases indictments

SALYERSVILLE – A Magoffin County grand jury released the following indictments on December 1:

Matthew Mullins, 33, of Middle Fork, in Salyersville, is charged with one count of theft by unlawful taking or disposition/auto, $10,000 or more but under $1 million (a Class C felony). According to the indictment, on or about October 12, 2019, Mullins allegedly took or exercised control over someone else’s property valued at $12,000.

Billy Rowe, 20, of Shoney Branch, in Royalton, is charged with one count of first-degree sexual abuse (a Class D felony). According to the indictment, on or about May 7 through June 28, 2021, Rowe allegedly subjected another person to sexual contact by forcible compulsion.

Jonathan Watkins, 41, of David, Kentucky, is charged with violating a local burn ban (violation) and willfully setting fire to land not owned or controlled by himself (a Class D felony). According to the indictment, on or about October 27, 2022, Watkins allegedly violated a local burning ban put in place by the Division of Forestry when he set a fire on a property not owned by Watkins.

Arrest warrants were issued for all three people indicted in Magoffin County on December 1.
