FISCAL COURT MEETS

SALYERSVILLE – The Magoffin County Fiscal Court met in regular session on Tuesday, March 17, discussing spring cleanup dates, some upcoming grant opportunities and county road additions.

Under financial business, the court approved the following fund transfers from the general fund: $59,000 to the jail fund and $21,000 to the LGEA fund. They also approved the Magoffin County Sheriff’s financial statement and fourth quarter financial report, both for 2025.

During departmental reports, Magoffin County Deputy Judge Kevin Howard told the court that in April they will start working on the pool at Ramey Memorial Park. He said they have already purchased more lounge chairs and umbrellas for the pool area and he said they’ve already updated the pumps and filters. He said they’re going to check the pool liner and do repairs and patches as needed.

Howard said he has been receiving calls about the park restrooms, which he said they will be opening soon whenever the weather breaks a little more and freezing pipes are not as much of a concern.

At the Magoffin County Horse Park, Howard said the first horse show for the year will be April 25.

Howard said the veterans’ ceremonies will begin in May, and they are working with the families to schedule the ceremonies, which will be announced at a later date.

Hinkle Blacktopping will begin blacktopping roads this month (March), but Howard said they are waiting to hear which roads were awarded priority through the state funding, and then they will be able to work on the Flex-funded roads.

The Big Sandy Area Development District’s Eric Ratliff updated the court on county BSADD projects, stating that the county applied for a community development block grant (CDBG) for water line extensions on KY Rt. 542, 1502 and 378. He said last Friday they received an approval letter from the Division of Water for the plans and specifications of the project. The engineer now has the plans and he said they will be getting the advertisements together to start the bidding process on the project.

As far as the industrial development projects, another BSADD representative said the existing Gifford Road Industrial Park project out on the Mountain Parkway is now finished as far as infrastructure and building site pads. He said they are waiting for an environmental review to be completed, then they will get authorization to proceed with construction at the existing industrial park. The Cabinet for Economic Development will be recommending Magoffin for two awards, one for $65,700 to complete due diligence on the Gifford Phase 2 site, which includes a boundary survey, a historic archeological survey, endangered species study, etc., and once that’s done, they will have all of the due diligence completed. He said that round of funding requires a 10% match. They also recommended a second award of $285,000 to assist with the property purchase, but that is a 50% match. Those applications for the recommend grants are being presented to the Kentucky Development Finance Authority that their meeting next week, and they expect those to be successful. He said they are looking at cost estimates to do an Abandoned Mine Land Economic Revitalization (AMLER) application to build out the infrastructure of the new site. He said there are 42 acres at that site that can be developed. He said there is a project in the highway plan that is moving forward that will address a new road that will connect the new site to the Mountain Parkway at the Gifford Interchange.

The court approved a three-year renewal contract with GeoComm for maintenance services to 911, which handles the mapping services for 911.

The countywide spring cleanup is coming up next month, with District 3 running from April 20 – 24, District 1 April 27 – May 1, and District 2 May 4 – May 8.

The court approved the Fiscal Year 2027 Jail Budget.

The fiscal court approved Jonathan B. Smith, CPA, to conduct the audits for Fiscal Years 2023 and 2024 at a cost of $25,000 per fiscal year.

Under communications, Magoffin County Judge/Executive Don McFarland said there is a lady in District 3 who has persistently contacted his office about not being able to travel out of her residence to the main road (reportedly less than a mile). He explained he doesn’t have any personal knowledge about the circumstances, but the woman has indicated she relies on Sandy Valley Transportation, but they cannot get to her. McFarland said she has indicated she has a strong desire to have her road entered into the county road system so it can be maintained. He explained that the woman has told him she struggles to get food and medical care. The court approved to adopt the dirt road pending that all landowners affected approve the road being accepted into the county road system and it can be done legally.

Judge McFarland also said he was contacted by the superintendent of schools, asking the county to consider adopting that the road that goes by the high school and up to the football field into the county road system, for the reason the little bridge at the bottom of the hill below the football field always floods. Representative John Blanton has indicated he can secure funds to replace that bridge, but the funding would be available to county governments, not school districts. Joseph will have to research the legalities, and the court approved to accept that road into the county road system pending it meets all legal requirements.

The next regularly scheduled Magoffin County Fiscal Court meeting will be heled Tuesday, April 21at 6 p.m. at the Magoffin County Courthouse Albert Patrick Building.

 

Magoffin County Cleanup

The annual countywide cleanup event will take place on the following dates:

District 3: April 20 – 24

District 1: April 27 – May 1

District 2: May 4 – 8

 

Residents of Magofifn County may dispose of residential debris during the scheduled countywide collection event.

Curbside Pickup: Place all items at the end of your driveway on Sunday evening prior to the collection week assigned to your district.

Drop-Off Option: Any Magoffin County resident may take items to the designated area adjacent to the Industrial Park located on Gifford Road.

 

The following items will not be collected:

  • Hazardous waste;
  • Construction debris;
  • Containers with liquids, such as paint cans; and
  • Household waste.

Salyersville City Cleanup

The Salyersville cleanup will be April 27th – May 8th. No hazardous waste, construction debris, or paint cans will be picked up. Call 349-2409 to arrange curbside pickup. Senior Citizens or disabled, the workers will assist getting to the truck.

 

Magoffin County Waste Tire Collection Event

Hosted by the Magoffin County Fiscal Court

The Magoffin County Fiscal Court will be accepting waste tires as part of the statewide Waste Tire Collection Program. Residents are encouraged to transport their non-commercial waste tires for free disposal.
