Grand jury releases indictments

SALYERSVILLE – A Magoffin County Grand Jury released the following indictments on Wednesday, September 15:

Michael Perkins, 41, of Rockhouse Road, Salyersville, is charged with one count of first-degree assault, a Class B felony. According to the indictment, on or about July 11, 2021, Perkins allegedly intentionally shot another person, causing serious physical injury.

Curtis M. Young, 57, of Nicholasville, KY, is charged with first-degree possession of a controlled substance, first offense, methamphetamine (Class D felony); driving DUI suspended license, third offense (Class D felony); operating motor vehicle under the influence of a substance, third offense (Class A misdemeanor); third-degree possession of a controlled substance, drug unspecified (Class A misdemeanor); and possession of drug paraphernalia (Class A misdemeanor). According to the indictment, on or about October 3, 2020, Young allegedly possessed a quantity of methamphetamine, an unspecified controlled substance, and drug paraphernalia while driving under the influence of a controlled substance while his license was already suspended.

Luther W. Keeton Jr., 27, of Far Middle Fork, Salyersville, is charged with first-degree trafficking in a controlled substance, first offense, greater than or equal to 4 grams of cocaine (Class C felony); first-degree trafficking in a controlled substance, first offense, greater than or equal to 10 dosage units, drug unspecified (Class C felony); second-degree trafficking in a controlled substance, first offense, greater than or equal to 10 dosage units of hallucinogen (Class D felony); trafficking in synthetic drugs, first offense (Class D felony); theft of identity of another without consent (Class D felony); possession of drug paraphernalia (Class A misdemeanor); trafficking in marijuana less than 8 ounces, first offense (Class A misdemeanor); and endangering the welfare of a minor (Class A misdemeanor). According to the indictment, on or about May 16, 2021, Keeton allegedly manufactured, distributed, dispensed, sold, transferred or possessed with the intent to manufacture, distribute or sell quantities of cocaine, an unspecified controlled substance, a hallucinogen, a synthetic drug and marijuana. On the same date he allegedly possessed or used identifying information of another person with the intent to represent that he was the other person for the purpose of obtaining benefits to which he would not be entitled. Also alleged in the indictment, Keeton was legally charged with the care or custody of a minor at the time and failed or refused to exercise reasonable diligence in the control of such minor to prevent the child from becoming a neglected, dependent or delinquent child.

Billy Shepherd, 47, of Far Middle Fork, Salyersville, is charged with first-degree trafficking in a controlled substance, first offense, greater than or equal to 2 grams of methamphetamine (Class C felony); second-degree possession of a controlled substance, drug unspecified (Class A misdemeanor); third-degree possession of a controlled substance, drug unspecified (Class A misdemeanor); possession of drug paraphernalia (Class A misdemeanor); operating a motor vehicle on suspended or revoked operator’s license (Class B misdemeanor); license to be in possession (Class B misdemeanor); and failure of non-owner operator to maintain required insurance (Class B misdemeanor). According to the indictment, on or about March 8, 2021, Shepherd allegedly manufactured, distributed, dispensed, sold, transferred, or possessed, with the intent to manufacture, distribute or sell a quantity of methamphetamine, as well as possessed quantities of two unspecified controlled substances and drug paraphernalia, all while driving on a suspended or revoked operator’s license.

Robert D. Rowe, 32, of Lexington, is charged with first-degree possession of a controlled substance, first offense, cocaine. According to the indictment, on or about October 22, 2020, Rowe allegedly possessed a quantity of cocaine, a Schedule II controlled substance.

Arrest warrants were issued for each of the defendants, who are accused of committing the crimes in Magoffin County.
