Fiscal court talks bridge replacement & blacktopping

Magoffin County Fiscal Court meeting on September 15, 2025

SALYERSVILLE – The Magoffin County Fiscal Court met in special session on Monday, September 15, discussing coal severance funding and a bridge replacement project.

The court approved the following fund transfers from the general fund: $50,000 to the jail fund, $47,000 to the LGEA fund, and $20,000 to 911.

They also approved the opening of an interest-bearing checking account at Salyersville National Bank for the sheriff’s office for their local drug account, with Sheriff William “Bill” Meade and Treva Howard as signatories. County Treasurer Josie Bailey explained to the court that the money could not go into the sheriff’s office’s other account since it was only for federal funding.

At the state auditor’s request, the court approved the second reading of an ordinance related to establish a fee-pooling and purchase order system for the office of the Magoffin County Sheriff.

The court approved an agreement and resolution with the Department of Rural and Municipal Aid for a bridge replacement under the 80/20 Bridge Program. Magoffin County Judge/Executive Matthew Wireman explained that this agreement was to put a structure in on Rocky Branch on Jake Risner Fork where there are currently double tiles that are not working for that area, causing flooding and erosion of people’s yards every time it rains much. The total for the project will be $19,650, with Judge Wireman explaining they have to match 20%, with the program allocating $100,000 total, indicating there will be more projects from the program.

The fiscal court approved to set the scope, budget and resolution for House Bill 6 Projects, which are the line-item coal severance funding projects, including to make road improvements, including blacktopping Rockhouse Fork, East Lick Road and Jane Arnett Road. Judge Wireman explained there will be others when money and time become available.

Also with coal severance funding, they approved to put a playground at the South Magoffin park and multiple items to be replaced at the pool for repairs, including the chemical controller, pool pump, filter repairs and stainless-steel ladders, and other structure and materials. He explained that will get the pool ready for next year, but they will need to replace the pool liner.

The court received the tax rates from all the taxing districts to be placed on the tax bills, explaining they have to receive the rates, but they do not set the other taxing districts’ rates.

They also approved the first reading of the first budget amendment for the current fiscal year, with Judge Wireman noting the amendment reflects the CDBG grants for the water line projects in southern Magoffin.

The next regularly-scheduled Magoffin County Fiscal Court meeting is tentatively slated for October 21 in the Magoffin County Courthouse Albert Patrick Building.
