SALYERSVILLE – A Magoffin County grand jury released the following indictments on May 5, 2022:
Melissa Jenkins, 32, of Pricey Creek, Salyersville, is charged with first-degree assault (Class B felony) and operating a motor vehicle under the influence of alcohol and/or a controlled substance, first offense, aggravating circumstances (Class B misdemeanor). According to the indictment, on or about June 20, 2021, Jenkins allegedly intentionally caused physical injury to another person by means of a deadly weapon or a dangerous instrument, as well as operated a motor vehicle while under the influence.
According to the initial report of the wreck that led to the indictment, on June 21, 2021, crews were called to a two-vehicle collision on KY Rt. 40 near the Johnson/Magoffin line on the Magoffin side. The wreck involved two Magoffin County drivers, both life-flighted from the scene for serious and possibly critical injuries.
Initial reports indicated that a female driver was traveling eastbound when her vehicle collided with pickup truck that was traveling westbound.
Andrew D. Allen, 29, of Louisville, was also indicted last week, charged with first-degree possession of a controlled substance, first offense, heroin (a Class D felony). According to the indictment, on or about August 22, 2019, Allen allegedly possessed a quantity of heroin while in Magoffin County.
Chandler J. Hines, 21, also of Louisville, is charged with first-degree trafficking in a controlled substance, first offense, greater than or equal to two grams of methamphetamine (Class C felony). According to the indictment, on or about August 22, 2019, Hines alleged possessed a quantity of methamphetamine with the intent to distribute the drug.
According to police reports from 2019, on August 22, 2019, Allen and Hines were picked up during a routine planned traffic safety check conducted by the Kentucky State Police DESI East Criminal Interdiction Team on KY Rt. 114 in Salyersville.
Reportedly, Allen was driving a car that was stopped during the traffic check point and police noticed a fain odor of marijuana coming from the car. According to the police report, Allen was not wearing his seatbelt and could not present a valid operator’s license, giving the officers a Kentucky Instructional permit.
After noting the two occupants of the vehicle were more nervous than expected, police searched the vehicle, as well as Allen and Hines, who was a passenger in the vehicle. Officers reportedly found a clear plastic bag containing a clear crystal-like substance believed to be methamphetamine in the waistband of Hines’ pants. A field sobriety test was conducted on Allen, and he was arrested for operating a motor vehicle while under the influence.
Using a field-testing device, the substance was identified as methamphetamine.
A clear plastic bag containing a brown powdery substance, believed to be heroin, was seized from Allen’s right pant leg.
Warrants were issued for all three defendants indicted last week. An arraignment has been scheduled in Hines’ case for June 2 at 10 a.m. at the Magoffin County Justice Center.
