PAINTSVILLE – A Magoffin County woman was charged with first-degree promoting contraband after, court documents said, she snuck the drug fentanyl into the Big Sandy Regional Detention Center, leading to two inmates’ overdoses.
According to court documents, Kayla J. Fletcher, 28, of Cripple Creek, Salyersville, was originally arrested at 5 p.m. on Oct. 27, when she was a passenger in a vehicle in Salyersville which was stopped due to a report of the driver, Joshua Lang Rudd, 39, of Will May Branch Road, Salyersville, being intoxicated.
According to the arrest citation by KSP Trooper Michael Haney, he stopped the vehicle and arrested Rudd on several charges, including DUI, first-degree possession of a controlled substance, possession of a prescription drug not in a proper container, possession of drug paraphernalia and traffic charges.
Fletcher, the arrest citation said, appeared intoxicated and admitted to Haney she had smoked a marijuana joint and took a nerve pill. Haney, the citation said, noted that Fletcher had several needles in her purse and around her in the vehicle. Fletcher was charged with public intoxication and possession of drug paraphernalia.
Both Rudd and Fletcher were lodged in the Big Sandy Regional Detention Center.
According to court documents, Haney was called back to the jail at approximately 10 p.m. to respond after two inmates were transported to Paul B. Hall Regional Medical Center.
According to the arrest citation, upon investigation, Haney found that while Fletcher was in the jail’s holding cell awaiting a bond decision, she retrieved a small baggie containing a powdery substance from her vagina and passed it to the other female in the cell. From there, the citation said, it was transferred to the male holding cell.
Haney wrote that one male and one female tried the substance, and overdosed. Both, the citation said, had to be revived using Narcan and taken via ambulance to the hospital.
Fletcher, the citation said, admitted to jail officers that the substance was heroin laced with fentanyl. Both inmates, who were not named in the citation, remained in the hospital at the time of the citation’s issuance.
Fletcher was charged with first-degree promoting contraband.

That’s a horrible thing to do even she knows mixing heroin or anything with fentanyl is a death sentence especially with people been locked up for a while and haven’t had any drugs 80 % of the time they overdose when they get out and go back to drugs. She should have a wanton endangerment charge or attempted manslaughter charge.
