PAINTSVILLE – A Johnson County Circuit Court grand jury released indictments on Friday, July 21, with the following defendants from Magoffin County:
Jesse Russell, 49, of Brushy Fork Road, in Salyersville, is charged with possession of a controlled substance in the first degree, methamphetamine (Class D felony); operating a motor vehicle while under the influence, second offense within 10-year period (misdemeanor); two counts of third-degree possession of controlled substance (Class A misdemeanor); no registration receipt (violation); no registration plate (violation); failure of owner to maintain required insurance (Class B misdemeanor): and no operator’s license (Class B misdemeanor). According to the indictment, on or before May 2, 2023, in Johnson County, Russell allegedly possessed a quantity of methamphetamine and operated a vehicle while under the influence of drugs or alcohol; possessed a quantity of Clonzepam; and failed to have the registration receipt or plates, required insurance, or his license. His bail has been set at $5,000.
Howard Lemaster, 50, of KY Rt. 40 West, in Falcon, is charged with first-degree possession of a controlled substance, methamphetamine (Class D felony); first-degree possession of a controlled substance, fentanyl (Class D felony); and operating a motor vehicle on a suspended or revoked license (Class B misdemeanor). According to the indictment, on or about April 18, 2023, Lemaster possessed quantities of methamphetamine and fentanyl, while also operating a vehicle while having his license suspended or revoked. His bail was set at $5,000.
Angel Gipson, 44, of Mat Branch, in Salyersville is charged with first-degree strangulation (Class C felony); and third-degree assault of a correctional employee (Class D felony). According to the indictment, on or about March 9, 2023, applied pressure to the throat or neck of another person who had been serving as a correctional officer at the Big Sandy Regional Detention Center. Her bail has been set at $10,000.
Roy Gibson, 54, of Limestone Branch, Salyersville, is charged with first-degree trafficking greater than two grams of methamphetamine, complicity (Class C felony); and first-degree persistent felony offender (enhancement). According to the indictment, on or about June 30, 2023, Gibson, while acting with
James Robert Castle and Kelly Keen, allegedly possessed approximately 22 grams of methamphetamine, $2,214 cash, three police scanners/radios, and digital scales with the intent to traffic methamphetamine. His bail was set at $10,000.
